This remarkable achievement reflects the visionary leadership and tireless commitment of Rajesh Kumar Toppo, IAS, Secretary, Water Resources and Irrigation Department, Chhattisgarh.

Under Toppo’s dynamic stewardship, Chhattisgarh has emerged as a frontrunner in community-led water conservation initiatives. His efforts have not only focused on implementing sustainable water management systems but also on instilling a sense of shared responsibility among citizens towards water preservation. The Jal Sanchay Jan Bhagidari campaign, emphasizing participatory water conservation, found strong ground in Chhattisgarh through extensive public engagement and innovative practices.

In a congratulatory message, Archana Varma, IAS, Additional Secretary and Mission Director, National Water Mission, commended Chhattisgarh for its outstanding performance. She lauded the state’s success in catalyzing “water-positive actions” and rekindling respect for water as a vital resource. Her letter emphasized that Chhattisgarh’s initiatives under Toppo’s leadership have set a national example in promoting behavioral change and community-driven conservation.

The forthcoming National Water Awards Ceremony, scheduled for 18 November 2025 at Vigyan Bhawan, New Delhi, will further celebrate Chhattisgarh’s success, with recognition to be conferred in the august presence of the Hon’ble President of India.

As the nation now advances towards Jal Sanchay Jan Bhagidari 2.0, with the ambitious goal of creating 10 million artificial recharge and conservation structures, Rajesh Kumar Toppo’s proven leadership continues to inspire. His vision for a Water Secure Chhattisgarh aligns seamlessly with India’s broader mission for a Water Secure Bharat, marking him as a key architect of sustainable resource management in the country.
