NBCC to execute Marine Eco City project at Kochi for Kerala State Housing Board

By THE NEWSMAN OF INDIA.COM| New Delhi/Kochi, March 12, 2026: Kerala Chief Minister Pinarayi Vijayan laid the foundation stone through virtual mode for the Marine Eco City Project at Marine Drive in Kochi on Thursday. The project will be developed by NBCC (India) Limited as Project Management Consultant for the Kerala State Housing Board.
The foundation ceremony held at the KTDC Convention Centre in Bolgatty was attended by Revenue and Housing Minister K. Rajan, Rajya Sabha MP P. P. Suneer, MLA T. J. Vinod, Housing Commissioner and Secretary of KSHB Geetha A, District Collector G. Priyanka and Director (Commercial) of NBCC Suman Kumar along with senior officials of NBCC and KSHB.
A memorandum of understanding for the project was signed between KSHB and NBCC in 2023. The project will be developed near the BPCL housing complex at Marine Drive. NBCC, a Navratna CPSE under the Ministry of Housing and Urban Affairs, has been engaged as Project Management Consultant for implementation on an EPC basis.
The Marine Eco City Project will be developed on 17.9 acres of prime waterfront land and has been conceived as a self-sustainable urban development model combining residential, commercial and hospitality infrastructure in Kochi.
Phase I of the project will be developed on 3.16 acres and will include a mixed-use residential-cum-commercial tower with lower ground floor, upper ground floor and 26 floors, along with a dedicated parking block. The phase will have a total built-up area of about 85,733 square metres including parking facilities.
The lower ground and upper ground floors will accommodate parking and services. Retail commercial spaces are planned from the first to third floors, office spaces on the fourth and fifth floors, and a clubhouse with recreational facilities on the sixth floor. Residential apartments will be located from the seventh to the 26th floors.
A total of 152 apartments are proposed in this phase, comprising 80 three-bedroom units and 72 four-bedroom units, with eight apartments on each floor. Phase I has already received statutory approvals including CRZ clearance, environmental clearance, Pollution Control Board consent, Airport Authority NOC, fire pre-NOC, wildlife clearance and GRIHA pre-certification. The estimated cost of the first phase is around ₹480 crore.
Phase II and Phase III will be developed on the remaining 14.74 acres. Phase II will include a five-star category hotel with 105 rooms along with a convention centre aimed at supporting tourism and business events in Kochi.
Phase III will consist of six residential towers with 952 apartments, including 538 three-bedroom units and 414 four-bedroom units, rising up to lower ground floor, ground floor and 28 floors. The combined built-up area for the two phases is proposed to be around 44.2 lakh square feet including parking facilities.
According to NBCC CMD K. P. Mahadevaswamy, the Marine Eco City Project represents an integrated and sustainable urban infrastructure initiative and is expected to become a prominent waterfront development along Kochi’s Marine Drive.
The project is expected to emerge as a major urban landmark in Kochi, strengthening the city’s residential, commercial and tourism infrastructure while promoting planned and sustainable urban development.
