Maharashtra CM, Pushes Phased MPSC Exam Reforms, Prioritises Transparency and Student Readiness

Mumbai: Reaffirming his government’s commitment to transparent, fair and student-friendly recruitment, Maharashtra Chief Minister Devendra Fadnavis has proposed a phased implementation of reforms in the Maharashtra Public Service Commission (MPSC) examination system, ensuring that aspirants are given adequate time to adapt while maintaining the integrity of the selection process.

The decision came during a high-level meeting in Mumbai attended by MPSC Chairman Dr. Vivek Bhimanwar, the Chief Secretary, and senior officials of the General Administration Department. The meeting was convened in response to representations and demands made by various student organisations regarding the future examination pattern and recruitment process.

Addressing the gathering, Fadnavis reiterated that a secure and transparent recruitment mechanism has always been a cornerstone of his government’s governance philosophy. He stressed that transparency should not be confined only to the selection process but must extend to every stage of recruitment—from conducting examinations on schedule to announcing results within stipulated timelines.

Recognising the need to modernise the examination ecosystem, the Chief Minister supported the transition towards computer-based examinations. However, he underlined that reforms of such significance must be implemented carefully to avoid inconvenience to lakhs of aspirants.

Instead of introducing computer-based examinations immediately, Fadnavis proposed that the new system should be implemented from August 2027. According to him, this extended timeline would provide students sufficient opportunity to familiarise themselves with the digital examination format while enabling the MPSC and associated administrative machinery to strengthen infrastructure, technical capabilities and operational preparedness.

The Chief Minister observed that a smooth transition from the existing examination framework to a modern computer-based system is essential for maintaining public confidence in the recruitment process. A phased approach, he said, would minimise disruptions and ensure that no candidate is placed at a disadvantage during the changeover.

Until the new system becomes operational, examinations will continue to be conducted through the existing methodology. The Chief Minister advised the Maharashtra Public Service Commission to take the necessary decisions and prepare a comprehensive roadmap for the gradual implementation of the reforms.

The announcement is expected to bring relief to thousands of competitive examination aspirants who had expressed concerns over the immediate introduction of computer-based testing without adequate preparation time.

During the meeting, Fadnavis also appreciated the Maharashtra Public Service Commission for several initiatives undertaken to strengthen recruitment processes and improve institutional efficiency. His remarks reflected the state’s emphasis on building a recruitment system that combines technological advancement with fairness, transparency and administrative accountability.

With this calibrated reform strategy, Maharashtra aims to modernise one of its most important recruitment institutions while ensuring that students remain at the centre of the transition. The proposed timeline seeks to balance innovation with inclusivity, reinforcing confidence in the MPSC’s examination process and the state’s commitment to merit-based public recruitment.
