SECL Organises Training on MSE and Make in India Policies in Public Procurement

CVO Himanshu Jain Leads Interactive Session at MDI, Bilaspur; Bilaspur: A two-day Capacity Building Programme on Public Procurement commenced at MDI, Bilaspur, as part of SECL’s three-month Vigilance Awareness Campaign 2026. The programme focuses on strengthening procurement practices through better understanding of government policies, procedural requirements and preventive vigilance.

Himanshu Jain, Chief Vigilance Officer (CVO), SECL, addressed the inaugural session and conducted an interactive training session with special emphasis on the Public Procurement Policy for Micro and Small Enterprises (MSEs) and Make in India (MII) provisions.

The session covered the implementation of these policies across the procurement process, highlighting their role in encouraging MSE participation and domestic manufacturing while ensuring fair competition, transparency and compliance with applicable provisions.

Using real-life case studies, Jain explained common procurement risks and procedural vulnerabilities. He highlighted the importance of due diligence at each stage of procurement and helped participants understand how policy provisions apply to practical situations.

The session concluded with an interactive question-and-answer discussion, during which participants raised procurement-related challenges and sought clarification on the application of MSE and Make in India provisions.

The programme reflects SECL’s commitment to building procurement capabilities and strengthening preventive vigilance through informed decision-making, transparent procedures and effective risk mitigation.
