By THE NEWSMAN OF INDIA.COM|New Delhi: In a major administrative development aimed at addressing career stagnation and ensuring financial parity across central services, the Department of Personnel and Training (DoPT), Ministry of Personnel, Public Grievances and Pensions, has issued new orders regarding Non-Functional Upgradation (NFU) for officers belonging to Organized Group ‘A’ Services (OGAS).

The official Office Memorandum issued, details the batch-wise alignment of OGAS officers relative to Indian Administrative Service (IAS) appointments at the Centre.

Key Eligibility Framework and Batches

Under the provisions of the foundational DoPT Office Memorandum dated April 24, 2009, NFU benefits are linked directly to the Central Staffing Scheme appointments of IAS officers.

According to the latest directive:

Level-13 Consideration: Officers of the 2010 batch and earlier belonging to OGAS will be considered for NFU in Level-13 of the Pay Matrix, with effect from January 1, 2026. This follows the posting of 2012-batch IAS officers as Directors at the Centre as of the same date.

Level-12 Consideration: Officers of the 2014 batch and earlier will be considered for NFU in Level-12 of the Pay Matrix, effective August 6, 2025. This corresponds with the posting of 2016-batch IAS officers as Deputy Secretaries at the Centre.

Eligibility and Screening Rules
The order clarifies that to qualify for the higher pay scale under NFU, officers must be at least two batches senior to the benchmark IAS batch and fulfill all promotional norms, including benchmark performance standards and requisite feeder grade service lengths as on the crucial eligibility date.

The grant of higher pay scales under NFU remains personal to the officer and does not grant any right to claim functional promotion, change of designation, or preference in deputation. Screening committees across individual ministries will process eligible officers to ensure seamless implementation of these upgraded financial benefits.
