Administrative Leadership Begins at the Secretariat: Manoj K Das – CS Gujarat, Calls for Precision, Public Good & Tech-Ready Governance

Recognising this critical responsibility, Gujarat Chief Secretary Manoj Das underlined the importance of thoughtful and precise decision-making while inaugurating a three-day special training workshop for deputy secretary-level officers at the Sardar Patel Institute of Public Administration (SPIPA).

The workshop, organised from April 23 to 25, focuses on “Enhancing Administrative Capacities and Leadership” and aims to strengthen the decision-making abilities and leadership skills of officers serving at one of the most sensitive levels of government administration.

Addressing the officers, Manoj Das remarked that the role of secretariat officers is far more significant than it may appear on paper. Decisions taken at this level, he noted, often continue to influence the lives of lakhs of citizens for years, sometimes even decades. Policies framed and resolutions passed in the past still shape public life today, making it essential for officers to act with responsibility, clarity, and a strong commitment to public welfare.

He emphasized that governance is not merely about file movement or procedural approvals, but about ensuring that every administrative decision contributes positively to society. According to him, resolutions must be accurate, legally sound, and aligned with the broader public interest.

At a time when governance systems across the world are rapidly transforming through technology, Manoj Das also stressed the urgent need for officers to remain updated with modern tools and digital systems. He pointed particularly to the growing role of artificial intelligence in administration, saying that technological advancement is moving at an unprecedented pace.

He observed that AI and emerging technologies are evolving at remarkable speed, effectively doubling their influence every two years, and officers can no longer remain detached from this reality. For effective governance, continuous learning and regular training in modern technology have become essential rather than optional.

The training programme has been designed to equip officers with practical knowledge across a wide range of governance-related subjects. Sessions will cover administrative capacity building, leadership development, principles of good governance, cyber security and digital risks, public procurement systems, public financial management, legal and court-related matters, and the finer aspects of policy formulation.

These areas are increasingly central to public administration, especially as governments seek to deliver faster, more transparent, and citizen-centric services. Officers working at the deputy secretary level are often the bridge between policy conception and implementation, making their administrative competence critical to institutional success.

The initiative by SPIPA reflects Gujarat’s continued focus on strengthening governance through capacity building and professional development. By investing in the leadership abilities of officers, the state is reinforcing the principle that strong administration begins with well-informed and forward-looking decision-makers.

The workshop serves as a reminder that governance excellence is not achieved only through major reforms or headline announcements, but through the daily discipline of responsible officers who ensure that every administrative action serves the larger purpose of public good.
