Appointments Committee Approves Temporary Upgradations of Senior Bureaucratic Posts

New Delhi, May 21, 2025 — The Appointments Committee of the Cabinet (ACC) has granted ex-post facto approval for the temporary upgradation of several senior bureaucratic positions across key ministries.
In the Department of Commerce under the Ministry of Commerce & Industry, the post of Additional Secretary held by Rajesh Agarwal, IAS (MN:94), has been temporarily upgraded to the level of Special Secretary in the rank and pay of Secretary to the Government of India. This upgradation is effective from April 18, 2025, to September 30, 2025.
In the Ministry of Petroleum & Natural Gas, the post of Director General of Hydrocarbons, presently held by Ms. Pallavi Jam Govil, IAS (MP:94), has been temporarily upgraded from the level of Additional Secretary to that of Secretary. This is effective from April 21, 2025, to May 31, 2025.
Additionally, the Cabinet Secretariat has received approval for the extension of the temporary upgradation of the post of Joint Secretary to the level of Additional Secretary. The extension covers the period from April 27, 2025, to May 13, 2025.
These decisions reflect the government’s continued efforts to ensure capable leadership and efficient administration in crucial departments during periods of transition and increased responsibility.
