Focus on Cadre Review, Promotion Anomalies and HR Reforms; Cabinet Secretary Calls for Solution-Oriented Governance
A delegation of the Central Secretariat Service (CSS) Forum met the Cabinet Secretary on 26 October 2026 at Seva Teerth to discuss a range of important issues concerning the service structure, career progression and administrative reforms for CSS officers.
The discussions covered several key matters, including the 4th Cadre Review, stagnation and promotion anomalies, entry-level recruitment policy, encadrement of eligible posts, deputation opportunities and reforms in the Electronic Human Resource Management System (e-HRMS). These issues are significant for strengthening cadre management, improving career progression and ensuring the effective utilisation of the experience and capabilities of CSS officers.
The delegation expressed its sincere gratitude to the Cabinet Secretary for sparing his valuable time and for his guidance and encouragement. The interaction provided an opportunity to place the concerns of CSS officers before the highest level of the civil service administration and to discuss possible ways forward.
Appreciating the capabilities of CSS officers, the Cabinet Secretary emphasised the importance of moving beyond the identification of problems towards a solution-oriented approach to governance. He urged officers to facilitate decision-making, uphold public interest and ensure the effective implementation of government policies.
His observations underscored the importance of a constructive and forward-looking administrative culture in which institutional challenges are addressed through practical solutions, greater coordination and a commitment to public service.
The meeting highlighted the need to balance cadre-related concerns with the broader objectives of administrative efficiency and good governance. For CSS officers, progress on issues such as cadre review, promotions, recruitment policy and deputation opportunities remains important for professional development and the effective functioning of the Central Secretariat.
The emphasis on solution-oriented governance also conveyed a broader message: a responsive civil service must combine the resolution of legitimate institutional concerns with a clear focus on timely decisions, public interest and effective policy delivery.
The interaction between the CSS Forum delegation and the Cabinet Secretary thus provided a platform for constructive engagement on cadre-related matters while reinforcing the expectation that officers should continue to contribute proactively to efficient and citizen-centric governance.
