Central Staffing Scheme 2026: DoPT Seeks Wider Participation of Officers for Strengthening Governance at Centre
The Department of Personnel and Training (DoPT) has initiated the process for the Central Staffing Scheme (CSS) 2026, inviting nominations of eligible officers for deputation to key positions at the levels of Deputy Secretary, Director and Joint Secretary in the Government of India, along with appointments of Chief Vigilance Officers (CVOs) in Central Public Sector Enterprises (CPSEs) and other organisations.
The move reflects the government’s continued focus on strengthening the bridge between the Centre and States by facilitating the movement of experienced officers across administrative systems. Through central deputation, officers gain exposure to national policy formulation, inter-ministerial coordination and the functioning of the Union Government, while the Centre benefits from their field experience and domain expertise.
The Establishment Officer and Additional Secretary, DoPT, has requested State Governments, cadre controlling authorities and concerned organisations to forward an adequate number of suitable and eligible officers for consideration under CSS 2026. The emphasis has been placed on ensuring that only those officers who can complete the full tenure of deputation are recommended.
The SUPREMO portal will serve as the single platform for receiving nominations for CSS and CVO positions. Officers will also have the option to be considered for Non-CSS posts in public sector institutions, autonomous bodies and statutory organisations as and when vacancies arise.
A significant aspect of the revised guidelines is the emphasis on central deputation experience for career progression. For empanelment of IAS officers at the Joint Secretary level, the qualifying service has been aligned with the prescribed period for grant of Super Time Scale. Officers are also required to have adequate experience at the Centre, including mandatory deputation exposure at appropriate levels.
The DoPT has highlighted the importance of effective cadre management and maintaining adequate Central Deputation Reserve (CDR), particularly for IAS officers. The movement of officers between States and the Centre is viewed as essential for building administrative capacity and enabling the exchange of national and state-level perspectives in policymaking.
The guidelines also stress transparency and inclusiveness in the nomination process. Ministries and departments have been advised to encourage adequate representation of women officers and officers belonging to Scheduled Castes and Scheduled Tribes while forwarding names for CSS and CVO assignments.
The department has laid down strict requirements regarding service records, including updated APARs, vigilance status, posting details, previous deputation history and cooling-off period compliance. Only applications validated electronically by designated nodal officers will be considered.
The initiative underlines the government’s objective of creating a professionally equipped administrative leadership pool with experience across different levels of governance. With CSS 2026, the Centre aims to further strengthen institutional capacity, enhance policy delivery and promote a seamless exchange of expertise between the Union and State administrations.
