Major Reshuffle: ACC Approves 35 Joint Secretary-Level Appointments Across Ministries

In a notable administrative reshuffle, the Appointments Committee of the Cabinet (ACC) has cleared a wide-ranging set of appointments at the Joint Secretary and Joint Secretary equivalent level across several key ministries and departments of the Government of India. The appointments, notified on September 13, 2025, cover 35 senior officers drawn from different services, reflecting a mix of IAS, IRS, IPS, IRPS, IFoS, IDAS, IRAS, and CSS cadres.

The reshuffle, aimed at strengthening leadership at the policy and implementation levels, places officers in crucial portfolios spanning atomic energy, finance, home affairs, defence, culture, justice, environment, pharmaceuticals, road transport, tourism, tribal affairs, and women and child development, among others.

Among the notable postings, Nidhi Pandey (IFoS:1991) has been appointed Joint Secretary in the Department of Atomic Energy, while Ashim Kumar Modi (IRS-IT:2000) will take charge as Joint Secretary and Financial Adviser in the Ministry of Coal. Meenakshi Jolly (CSS) has been named Additional DG at the National Museum under the Ministry of Culture.

In defence-related roles, Anvita Sinha (IRPS:2003) joins the National Defence College as Senior Directing Staff, and Amit Singla (IAS\:UT:2003) has been placed in the Department of Economic Affairs. Tarun Kumar Pithode (IAS) will assume responsibility as Joint Secretary in the Ministry of Environment, Forest and Climate Change.

Several critical economic portfolios have also been filled. Ekroop Caur (IAS\:KN:2001) takes over in the Department of Expenditure, while Krishna Kant Pathak (IAS\:RJ:2001) moves into a Joint Secretary role in the Ministry of Finance. Shalini Pandit (IAS\:OD:2001) joins the Department of Financial Services, and Arvind Khare (IDAS:2000) will serve in the Ministry of Home Affairs.

The Ministry of Personnel, Public Grievances and Pensions has also seen a round of fresh inductions. Sushil Kumar Patel (IAS\:NL:2009) and Chhavi Bhardwaj (IAS\:MP:2008) have been appointed to senior roles in the Department of Personnel & Training, the latter also serving as CEO of Karmayogi Bharat. Dinesh Kumar Verma (CSS) has been assigned as Secretary (JS level) at the Public Enterprises Selection Board.

In the social sector, Harikishore S (IAS\:KL:2008) has been appointed Joint Secretary in the Ministry of Tourism, Rajamurugan Muthukalathi (IPS\:MN:1996) will lead TRIFED under the Ministry of Tribal Affairs, and Radhika Jha (IAS\:UD:2002) has been assigned to the Ministry of Women and Child Development. Shilpa Sachin Shinde (IAS\:UT:2006) will head WAPCOS as CMD.

Other notable appointments include Chetan PS Rao (IRS-IT:2002) as Member (Finance) of Delhi Development Authority, Garima Singh (CSS) in the Ministry of Information & Broadcasting, and Sumant Narain (IA\&AS:2000) in the Department of Water Resources.

This large-scale reshuffle signals a renewed focus on policy delivery and institutional strengthening across ministries. By drawing officers from a wide range of services, the government has ensured both diversity of experience and depth of expertise at the Joint Secretary level—an essential tier in the administrative machinery responsible for shaping and executing policies of national importance.
