· Four self-financing Phase-I redevelopment projects over approx. 34.34 acres
· Expected to generate around 40,000 direct and indirect employment
NBCC (India) Limited, a Navratna CPSE under the Ministry of Housing and Urban Affairs, Government of India, signed MoUs with various departments of the Government of Bihar for four major redevelopment projects in Patna under Phase-I. Spread over approx. 34.34 acres, the projects will deliver 3,331 homes, the State’s first Tech Park and Modern Commercial Spaces, and are estimated to generate around 40,000 direct and indirect employment opportunities. The initiative supports urban development and the best use of government land in the State.
The MoUs were signed in the August presence of the Chief Minister of Bihar, Samrat Choudhary; the Deputy Chief Ministers, Vijay Kumar Chaudhary and Bijendra Prasad Yadav; and the Minister of UDHD, Nitish Mishra, along with senior officials of the State Government. NBCC was represented by Dr. K. P. Mahadevaswamy, Chairman & Managing Director; Dr. Suman Kumar, Director (Commercial); R. N. Sinha, Head, Strategic Business Group (Bihar) and other senior officials of the company.
Bihar’s First Tech Park: A New Engine of Growth
As Bihar’s first Tech Park, the facility in Patna will be a catalyst for economic and technological development, attracting IT companies, startups and private investment. It will create large-scale employment for local youth and help reduce migration to other metropolitan cities for jobs. As a technology business hub, it will encourage innovation, entrepreneurship and skill development among the local workforce, while lifting allied sectors such as housing, hospitality and retail and adding to overall economic growth. By improving urban infrastructure and digital connectivity, the Tech Park will make Patna a more attractive destination for business and investment.
Homes for Every Income Group and Modern Commercial Spaces
The four projects, covering about 34.34 acres, include two residential redevelopment projects of the Bihar State Housing Board (BSHB) at Sector 5 (TV Tower) and Sector 6 (Bahadurpur). Together, these will provide 3,331 residential flats for the EWS, LIG, MIG and HIG categories, with modern amenities such as shopping complexes, clubhouses, gyms, community facilities, office spaces and other supporting facilities. The commercial developments include a modern IT Tech Park for DIT Bihar at Gardanibagh, which will be the first Tech Park of the State, and hotels and commercial spaces at the Water Resources Department site on Bailey Road.
A Self-Financing Model of Urban Renewal
The projects will transform existing housing colonies and government land into modern residential and commercial developments, providing better housing and community facilities while earning financial returns for the departments concerned. They require no budgetary assistance from the State Government, making this a fiscally prudent model of urban renewal that pays for itself.
The expected sale/lease proceeds from the four projects together would be Rs. 5,152 crore (approx.). Further, the tentative project cost would be Rs. 2,000 crore (approx.) exclusive of GST.
Large-Scale Employment Generation
The projects will create substantial employment for the people of Bihar, both during construction and after completion.
During construction: about 7,500 direct jobs for construction workers, engineers, supervisors and technical staff, and about 11,000 indirect jobs in building material supply, transport, logistics and allied local services, amounting to more than one crore person-days of work over the construction period.
After completion: more than 5,000 direct jobs in the Tech Park, which is expected to house over 100 companies from the IT, ITeS and electronics sectors, along with about 15,000 indirect jobs in housing, hospitality, retail, transport and support services. The hotels, commercial spaces and residential complexes will create about 2,500 more direct jobs in operations, maintenance, facility management and security.
In all, the four projects are estimated to generate around 40,000 direct and indirect employment opportunities, giving the youth of Bihar quality jobs close to home.
Proven Expertise, Green Construction and Timely Delivery
NBCC brings proven expertise to this initiative. It has completed landmark redevelopment projects on similar lines at New Moti Bagh, East Kidwai Nagar and Nauroji Nagar in New Delhi under 7 GPRA redevelopment project, which are recognised nationally as benchmarks for planned and self-financed urban redevelopment. NBCC has also taken up redevelopment/development projects with the State Governments of Rajasthan and Goa and the UT of Jammu & Kashmir.
The Patna projects will be built on green building principles, with features including rooftop solar power generation, LED lighting, energy-efficient lifts and electrical equipment, rainwater harvesting, water-efficient fixtures, wastewater treatment and reuse, and green landscaping. Building orientation, natural daylight, efficient ventilation and heat-resistant building envelopes will further cut energy use and improve comfort for residents.
NBCC is committed to completing all the projects on time, with the highest levels of quality, safety and construction standards. Strong project monitoring, reputed contractors, regular quality audits and transparent processes will ensure that the people of Bihar receive world-class infrastructure within the committed timelines.
Phase-II in the Pipeline
Building on this momentum, Phase-II proposals from other departments, including BCD (Building Construction Department), PMC (Patna Municipal Corporation) and BUIDCO (Bihar Urban Infrastructure Development Corporation) are at the approval stage. MoUs with these departments are expected to be signed shortly.
A Partnership for Bihar’s Growth and the Nation’s Progress
The initiative marks a new chapter in Bihar’s urban development. It will give Patna planned housing for every income group, modern commercial infrastructure, the State’s first Tech Park, while unlocking the value of government land for public benefit. It reflects the Government of Bihar’s forward-looking leadership and its commitment to better living standards, jobs for youth and sustained economic growth across the State.
The partnership also deepens the long-standing relationship of trust between NBCC and the Government of Bihar, with Phase-II set to widen the engagement further. Nationally, it supports the Government of India’s vision of planned urbanisation, Housing for All and Viksit Bharat @2047. For NBCC, the Phase-I projects and the Phase-II pipeline add to its order book and strengthen long-term business visibility, reinforcing its position as India’s leading agency for government land redevelopment.
Speaking on the occasion, Dr. K. P. Mahadevaswamy, Chairman & Managing Director, NBCC (India) Limited, said:
“We are grateful to the Hon’ble Chief Minister Sh. Samrat Choudhary and the Government of Bihar for the confidence they have placed in NBCC. These four projects will give the people of Patna modern homes across all income groups, the State’s first Tech Park, which will open thousands of new job opportunities for the youth of Bihar, and quality commercial spaces, all without any burden on the State exchequer. Our completed redevelopment projects at New Moti Bagh, East Kidwai Nagar and Naoroji Nagar have shown what this model can achieve, and NBCC assures the Government and the people of Bihar that these projects will be completed on time, with the highest standards of quality and green construction. With Phase-II proposals already in the pipeline, this is the beginning of a long and productive partnership with the Government of Bihar.
