NBCC – Mumbai Port Authority sign MoU for Planned Dev. in Mumbai

NBCC (India) Limited and the Board of Mumbai Port Authority have entered into a strategic Memorandum of Understanding, marking a significant step towards planned urban redevelopment and sustainable infrastructure growth in Mumbai. Signed on December 23, 2025, the MoU reflects a shared vision to unlock the development potential of Mumbai Port land through structured planning and world-class infrastructure creation.
At the core of the agreement is the proposed development of a Central Government Office (CGO) Complex on nearly 25 acres of Mumbai Port Authority land near Cotton Green Depot. Under the arrangement, NBCC will be responsible for the entire project lifecycle, from concept and design to execution and commissioning. The project is expected to contribute to efficient utilisation of prime urban land while supporting administrative and institutional infrastructure needs in the city.
Beyond the CGO Complex, the Mumbai Port Authority has granted in-principle approval to NBCC for undertaking several other high-impact projects. These include the construction of an International Convention Centre, an iconic landmark building, multilevel car parking facilities, and the maintenance of existing buildings, sheds, wharfs, storage areas and road infrastructure within port premises. Together, these initiatives are aimed at modernising port-adjacent urban spaces and improving functional and civic infrastructure.
The MoU signifies a broader strategic collaboration focused on planned redevelopment, asset monetisation and sustainable urban transformation. NBCC brings to the partnership its extensive experience in project management consultancy, large-scale redevelopment and infrastructure execution across the country. Mumbai Port Authority, in turn, will facilitate optimal utilisation of its land assets in alignment with contemporary urban planning principles and long-term development goals.
The agreement was signed by Adesh Titarmare, Deputy Chairperson, Mumbai Port Authority, and K P Mahadevaswamy, Chairman and Managing Director, NBCC (India) Limited, in the presence of senior officials from both organisations.
This collaboration reinforces NBCC’s growing role as a key nation-building agency and trusted development partner, while underscoring Mumbai Port Authority’s resolve to reposition its land assets as catalysts for urban growth. The partnership is poised to set new benchmarks in infrastructure-led development, contributing to Mumbai’s evolution as a sustainable, inclusive and future-ready metropolis.
