NBCC Scripting A Unique Redevelopment Saga In Urban Infra Dev., PM lays foundation for GPRA

By THE NEWSMAN OF INDIA.COM| In a major push to modernise government housing and office infrastructure in the national capital, Prime Minister Narendra Modi inaugurated and laid the foundation stone for multiple residential and commercial projects under the ambitious redevelopment of seven General Pool Residential Accommodation (GPRA) colonies in Delhi. The initiative marks a significant milestone in India’s urban redevelopment journey and highlights the evolving model of sustainable infrastructure development being executed by NBCC (India) Limited.
The projects inaugurated include more than 2,700 newly constructed government flats and important office infrastructure that will strengthen the government housing pool in the capital. Alongside the inauguration, the foundation stone was laid for more than 6,600 additional GPRA flats across several colonies and eight towers of the upcoming Bharat Business Park in Sarojini Nagar.
The redevelopment programme is expected to create more than 21,000 modern residential units with a total built-up area of approximately 65.42 lakh square metres, including necessary social infrastructure. The project has already generated about 3.55 crore man-days of employment, reflecting its large-scale impact on the construction sector and associated industries.
Before the formal ceremony, the Prime Minister visited the GPRA redevelopment site at Sarojini Nagar in Delhi along with Housing and Urban Affairs Minister Manohar Lal Khattar and Housing and Urban Affairs Secretary Srinivas Katikithala. At the site, women officers of NBCC briefed the Prime Minister about the project’s progress and features.
Coinciding with International Women’s Day 2026, the Prime Minister interacted with women shramjeevis engaged in the project and handed over allotment keys to a few women beneficiaries. A large number of women employees of NBCC were also present at the site, reflecting the organisation’s inclusive participation in the landmark development initiative.
Senior officials present at the event included NBCC Chairman and Managing Director K.P. Mahadevaswamy, Joint Secretary in the Ministry of Housing and Urban Affairs Ravi Kumar Arora and Director General of Central Public Works Department Satinder Pal Singh, along with directors, senior officers and employees of NBCC.
Following the site visit, the Prime Minister formally inaugurated and laid the foundation stones for the projects through virtual mode from Burari in Delhi in the presence of Delhi Lieutenant Governor Vinai Kumar Saxena, Delhi Chief Minister Rekha Gupta and Minister of State for Housing and Urban Affairs Tokhan Sahu.
The seven GPRA colonies being redeveloped include Mohammadpur, Thyagraj Nagar, Kasturba Nagar, Sriniwaspuri, Nauroji Nagar, Sarojini Nagar and Netaji Nagar. Of these, NBCC is implementing the redevelopment of Sarojini Nagar, Netaji Nagar and Nauroji Nagar, while the Central Public Works Department is executing projects in the remaining four colonies.
The redevelopment programme, approved by the Union Cabinet in July 2016, is expected to cost around ₹32,000 crore. The initiative focuses on replacing ageing government housing with modern, sustainable residential complexes while optimising the utilisation of valuable land in the national capital.
NBCC has already completed the redevelopment of Nauroji Nagar through the development of the World Trade Center complex, inaugurated in January 2025. The project demonstrated the success of NBCC’s redevelopment model, which integrates residential infrastructure with high-value commercial assets.
A key component of the latest development is Bharat Business Park in Sarojini Nagar, a large commercial office complex being developed by NBCC with an estimated project value of around ₹2,270 crore. Spread across approximately 2.17 lakh square metres of commercial built-up area, the project will offer modern office infrastructure designed to meet contemporary workplace standards.
The complex will feature centralised air-conditioning supported by energy-efficient chillers, an intelligent Building Management System, advanced fire safety systems, integrated CCTV surveillance and public address facilities. It will also provide 100 percent power backup through DG sets and UPS systems.
In line with sustainability goals, the project will incorporate solar rooftop panels, energy monitoring systems, electric vehicle charging facilities and 17 rainwater harvesting recharge pits. The building will comply with GRIHA green building standards and include a three-level basement parking facility capable of accommodating more than 2,800 vehicles.
The redevelopment programme follows an innovative self-financing model developed by NBCC. Under this approach, ageing government colonies are redeveloped into modern residential complexes while commercial spaces created in the process are monetised to finance the redevelopment. This model enables large-scale urban transformation without placing additional burden on the government budget and has emerged as a replicable framework for other cities across India.
NBCC’s experience in this domain stems from its earlier successful redevelopment projects such as New Motibagh and East Kidwai Nagar in Delhi, which set the foundation for the large-scale GPRA redevelopment programme.
So far, more than 25 lakh square metres of built-up area has been completed across the seven colonies. Among them, Sarojini Nagar accounts for the largest share of redevelopment activity, followed by Netaji Nagar and Kasturba Nagar.
The redevelopment of these seven GPRA colonies is among the largest urban redevelopment initiatives undertaken in the national capital. Beyond providing modern housing and office infrastructure, the programme is generating employment, stimulating economic activity in the construction sector and contributing significant revenue to the government exchequer.
With its scale, sustainability features and innovative financing model, the GPRA redevelopment initiative represents a transformative step in India’s urban infrastructure landscape, positioning NBCC as a key driver of modern government housing and redevelopment projects in the country.
