By THE NEWSMAN OF INDIA.COM| Bhubaneswar: The Government of Odisha has issued a series of notifications effecting a major reshuffle and fresh postings of Indian Administrative Service (IAS) officers across key departments and public sector institutions.

Rashmita Panda, Director, Employment-cum-CEO, Odisha Skill Development Authority, with additional charge of CEO, Odisha Remote Sensing Application Centre and CEO, Startup Odisha, has been appointed Vice-Chairperson, Bhubaneswar Development Authority. She will continue as Managing Director, Bhubaneswar Smart City Limited and Special Secretary, Housing and Urban Development Department. The additional charge of Chanchal Rana stands terminated.

Sadique Alam, Director of Fisheries, has been appointed Commissioner-cum-Secretary, Public Enterprises Department, while retaining additional charge of Managing Director, Capital Region Urban Transport. The additional charge of Sanjay Kumar Biswal stands withdrawn.

Mansi Nimbhal, Managing Director, Odisha Lift Irrigation Corporation, has been appointed Commissioner-cum-Secretary, Department of Mission Shakti. Girish S.N.’s additional charge has been terminated.

Prem Chandra Chaudhary, Director, Textiles and Handlooms, has been appointed Commissioner-cum-Secretary, Fisheries and Animal Resources Development Department.

Anupam Saha, Additional Secretary to Chief Minister, will continue as Managing Director, Odisha Bridge and Construction Corporation.

Sangram Keshari Mohapatra, Revenue Divisional Commissioner (Southern Division), has been allowed to hold additional charge of Northern Division and Chairman, Western Odisha Development Council. Sachin Ramchandra Jadhav’s additional charge stands terminated.

Shubha Sarma, Principal Secretary, Women and Child Development, has been appointed Principal Secretary, Water Resources Department.

NBS Rajput, Principal Secretary, Public Enterprises, has been appointed Principal Secretary, Commerce and Transport Department, while retaining charge of Chairman-cum-Managing Director, Odisha State Road Transport Corporation.

Girish S.N., Commissioner-cum-Secretary, Panchayati Raj and Drinking Water, will continue as Chairman, Odisha Mining Corporation.

Mrinalini Darswal, Special Resident Commissioner, New Delhi, has been appointed Commissioner-cum-Secretary, Women and Child Development Department.

Rajesh Prabhakar Patil’s additional charge of Special Secretary, Housing and Urban Development, has been withdrawn. He will continue as Chairman, Odisha State Warehousing Corporation, Special Relief Commissioner, and Managing Director, Odisha State Disaster Management Authority.

Balwant Singh, Commissioner-cum-Secretary, Tourism, will continue as Managing Director, Odisha State Highway Authority.

Sachin Ramchandra Jadhav has been appointed Commissioner-cum-Secretary, Agriculture and Farmers’ Empowerment, while retaining charge of Sports and Youth Services.

Sudhansu Mohan Samal, Managing Director, Odisha Mining Corporation, will hold additional charge of Revenue Divisional Commissioner, Central Division, Cuttack.

Deoranjan Kumar Singh, Development Commissioner-cum-Additional Chief Secretary, Planning and Convergence, will continue as Additional Chief Secretary, Steel and Mines.

Surendra Kumar, Additional Chief Secretary, Steel and Mines, has been appointed Additional Chief Secretary, General Administration and Public Grievance, while retaining charge of Parliamentary Affairs.

Bishnupada Sethi, Officer on Special Duty, General Administration, has been appointed Chairman, Odisha Forest Development Corporation.

Chithra Arumugam, Additional Chief Secretary, Labour and ESI, will continue as Director General, Training Coordination, Gopabandhu Academy of Administration.

Arabinda Kumar Padhee, Additional Chief Secretary, Agriculture, has been appointed Additional Chief Secretary, Revenue and Disaster Management, while continuing as Chief Administrator, Shree Jagannath Temple Administration.

Usha Padhee, Additional Chief Secretary, Housing and Urban Development, will remain Chairperson, Odisha Industrial Infrastructure Development Corporation.

Suresh Kumar Vashishth, Principal Secretary, Fisheries and Animal Resources Development, has been appointed Principal Secretary, Social Security and Empowerment of Persons with Disabilities.

The reshuffle, notified on February 5, 2026, aims to strengthen governance, improve administrative efficiency, and ensure better coordination across departments in the state.
