The Information and Public Relations Department acts as the eyes, ears and voice of any government, shaping public perception while ensuring that policies and welfare initiatives reach citizens effectively. From branding governance to building credibility, the department plays a decisive role in connecting the administration with the people.
Every government relies heavily on its public relations machinery for projection, publicity and narrative management. Whether it is disseminating information about flagship welfare schemes, responding to public concerns, or maintaining constructive engagement with the media, the responsibility largely rests on the shoulders of the Commissioner of Public Relations. The office demands not merely administrative competence but also strategic communication skills, media sensitivity and a deep understanding of public sentiment.
The role becomes even more critical in an era dominated by real-time information flow and digital media influence. Governments today are constantly under public scrutiny, making timely and accurate communication essential. The image of the Chief Minister and the broader perception of governance are often shaped by how effectively policies are communicated and understood by citizens. In Madhya Pradesh, however, the Public Relations Department has witnessed frequent leadership changes over the past two years. Such repeated transitions at the top have inevitably affected continuity in communication strategy and long-term planning. Stability in this sensitive department is often considered vital, as sustained messaging and consistent engagement with media institutions require steady leadership.
Recognising the importance of experienced stewardship, Chief Minister Dr. Mohan Yadav has once again reposed confidence in senior IAS officer Manish Singh, a 2009-batch officer of the Madhya Pradesh cadre. Singh has been appointed Commissioner of the Public Relations Department, marking his return to a role that demands both administrative acumen and communication finesse. He will simultaneously continue to hold the additional charge of Transport Secretary, reflecting the government’s trust in his administrative capabilities.
Manish Singh is widely regarded as an officer with strong execution skills and an understanding of governance outreach. His previous administrative assignments have demonstrated an ability to balance policy implementation with public engagement — a combination considered essential for the Public Relations Department at a time when governments increasingly rely on effective storytelling to highlight developmental outcomes.
The appointment signals an attempt by the state government to bring stability and strategic direction to its communication framework. With governance becoming increasingly citizen-centric, the Public Relations Department is expected not only to publicise schemes but also to create meaningful dialogue between the government and society.
