REC Reviews RDSS and PM Surya Ghar Progress in Rajasthan, Calls for Faster Execution

By THE NEWSMAN OF INDIA.COM| Jitendra Srivastava,The Chairman and Managing Director of REC Limited conducted a comprehensive review meeting in Jaipur on 26 December 2025 to assess the progress of the Revamped Distribution Sector Scheme and Pradhan Mantri Surya Ghar: Muft Bijli Yojana in Rajasthan. The meeting brought together Chairpersons of DISCOMs, senior management, field-level officers and agencies implementing smart metering works across the state.
The review focused on the core objective of RDSS, which is to improve the financial sustainability and operational efficiency of power distribution companies. Under the scheme, the Ministry of Power has sanctioned a project outlay of Rs 28,407 crore for Rajasthan, with a Government Budgetary Support of Rs 12,673 crore. So far, Rs 2,445 crore has been released to support infrastructure creation aimed at reducing AT&C losses, installing smart meters on consumers, distribution transformers and feeders, and expanding household electrification.
Progress under RDSS shows that Rajasthan has achieved around 13 percent completion in smart metering works and 15 percent progress in loss reduction infrastructure, which rises to 34 percent when recently awarded works are included. During the review, detailed discussions were held on factors affecting project momentum, quality of materials and workmanship, project management practices, contract execution, and monitoring mechanisms adopted by DISCOMs. Issues related to recovery of electricity dues from government departments, timely receipt of state subsidies and further release of central support were also examined.
Emphasising timely execution, the CMD advised field officers to adopt milestone-based monitoring to accelerate ongoing works, especially smart metering implementation. He also appreciated the improvement in AT&C losses in Rajasthan, which declined to a provisional 14.26 percent in FY 2024–25 from 17.49 percent in FY 2021–22, prior to the sanction of RDSS projects.
The meeting also reviewed progress under the Pradhan Mantri Surya Ghar scheme. Rajasthan has received applications from 2.36 lakh consumers, with solar modules installed for 1.15 lakh households. Grants have already been released for 1.04 lakh consumers. Field officials were urged to intensify awareness campaigns in rural areas, expedite consumer applications, facilitate bank loan sanctions and prioritise solarisation of government buildings. DISCOMs were advised to work closely with vendors and field staff to complete installations for pending applications.
The meeting concluded with a vote of thanks from the Chairperson of DISCOMs. REC reaffirmed its commitment to supporting Rajasthan in the effective and timely implementation of central government power sector schemes.
