Steering Governance Towards Viksit Bharat 2047: Srinivas Voruganti’s Call to Young IAS Officers

The programme, held at the CSOI Auditorium in New Delhi on March 2, 2026, became a platform for outlining the administrative roadmap towards a developed India by 2047.

Addressing mid-career officers poised to assume greater responsibilities, Voruganti anchored his speech around the national vision of *Viksit Bharat 2047*—a goal that seeks to transform India into a fully developed, inclusive and globally competitive nation by the centenary of Independence. He emphasised that civil servants would be the principal architects of this journey, translating vision into measurable outcomes at the grassroots.

A central theme of his address was the need for “saturation of schemes,” ensuring that government programmes reach every eligible beneficiary without gaps. Reiterating the guiding principle of “Sabka Saath, Sabka Vikas,” he stressed that inclusivity must move beyond rhetoric to become a measurable administrative outcome. For officers, this means data-driven targeting, continuous monitoring and a results-oriented mindset that ensures no citizen is left behind.

Voruganti also underlined the urgency of pursuing next-generation reforms. Governance, he noted, cannot remain static in a rapidly evolving socio-economic environment. Structural reforms in service delivery, regulatory simplification, and process re-engineering are essential to enhance efficiency and citizen trust. He encouraged officers to cultivate innovation, inter-departmental coordination and evidence-based policymaking as tools for reform.

Digital transformation formed a significant pillar of his address. Institutions, he said, must embrace technology not merely as a support mechanism but as a core governance enabler. From digitised workflows to real-time dashboards and predictive analytics, digital tools can enhance transparency and accountability. Equally important is the digital empowerment of citizens—ensuring access, literacy and trust in digital public infrastructure. Technology, he observed, must bridge inequalities rather than deepen them.

Throughout his address, Voruganti blended experience with aspiration, urging officers to combine administrative rigour with empathy. He reminded them that the strength of India’s governance system lies in its ability to adapt, innovate and remain rooted in constitutional values.

The session concluded with interactive exchanges, reflecting the enthusiasm of officers eager to contribute meaningfully to India’s transformation. As the nation charts its course towards 2047, the message was clear: visionary leadership, inclusive implementation, reform-driven governance and digital empowerment will define the next chapter of India’s administrative journey.
