Union Minister Sarbananda Sonowal Launches ‘Sagar Mein Samman’ Initiative to Empower Women in Maritime Sector

May 18, 2025 | Mumbai — In a landmark move to foster gender equality and inclusivity in the maritime sector, Union Minister of Ports, Shipping and Waterways (MoPSW), Sarbananda Sonowal today unveiled the Sagar Mein Samman (SMS)’ initiative. The policy was introduced during the inaugural celebration of the International Day for Women in Maritime held in Mumbai.

‘Sagar Mein Samman’ is a forward-looking policy framework by the Government of India, aimed at building a future-ready and gender-equal maritime workforce. With a core objective of significantly enhancing women’s participation in the maritime industry, the initiative underscores the government’s commitment to creating an inclusive environment across all levels of the sector.

Speaking at the event, Minister Sonowal said, “The maritime sector has long remained male-dominated. With the launch of ‘Sagar Mein Samman’, we aim to break these barriers and unlock the immense potential of women professionals. This initiative is not only a celebration of women’s achievements in maritime but also a call to action to build a balanced and equitable future.”

The launch event drew participation from key industry leaders, maritime institutions, international representatives, and aspiring maritime professionals including Ms. Ambika Singh (Senior Marketing Manager) JNPA. It featured panel discussions, success stories of women seafarers, and a roadmap presentation outlining the key pillars of the SMS policy — including education and training access, leadership development, onboard safety standards, and equal employment opportunities.

‘Sagar Mein Samman’ aligns with India’s broader agenda under the Blue Economy strategy and Sustainable Development Goal 5 (Gender Equality). The initiative is expected to serve as a catalyst for reform, empowering more women to pursue careers at sea and in maritime operations, governance, and technology.

The celebrations in Mumbai mark a significant step in India’s maritime narrative — one that now sails ahead with diversity, strength, and shared opportunities.
