V. Srinivas Appointed New Chief Secretary of Rajasthan: A Distinguished Administrator Returns to His Home Cadre

Srinivas prepares to take charge as the state’s new Chief Secretary. The Centre has approved his repatriation to the Rajasthan cadre following a request from the state government. The Appointments Committee of the Cabinet (ACC) cleared the move through an official order issued on Friday, paving the way for Srinivas to return to his parent cadre after a notable stint at the Centre.

Until now, Srinivas was serving as Secretary, Department of Administrative Reforms & Public Grievances (DARPG) and Secretary, Department of Pensions & Pensioners’ Welfare, where he led multiple national-level governance and administrative reforms. With the ACC’s approval, he will soon be relieved from Central deputation and assume his new role in Jaipur. Following his cadre transfer, the Department of Personnel (DoP), Rajasthan, will issue the formal notification appointing him as Chief Secretary.

A Prodigious Beginning: IAS at 22

V. Srinivas has long been regarded as one of the foremost administrative minds in Indian bureaucracy. Born with academic brilliance, he completed both B.Tech and M.Tech in Chemical Engineering from the College of Technology, Osmania University, Hyderabad. At just 22 years of age, he cleared the Civil Services Examination—an early accomplishment that foreshadowed his exceptional administrative career.

A 1989-batch IAS officer of the Rajasthan cadre, Srinivas has served across a wide spectrum of portfolios in both the state and the Central Government over the last three decades.

Three Decades of Distinguished Service

Throughout his career, Srinivas has held several strategic and sensitive assignments:

-Ministry of External Affairs
-Ministry of Textiles
-Ministry of Culture
-Senior leadership roles in premier national institutions

His administrative acumen and policy expertise have made him a key figure in governance reforms and institution building. He is known for combining traditional public administration principles with emerging technologies, a hallmark that became more pronounced during his tenure at AIIMS, New Delhi.

Champion of Digital Governance: Architect of Digital AIIMS

One of V. Srinivas’s most celebrated accomplishments is his leadership in the Digital AIIMS Project. As Deputy Director (Administration) of AIIMS New Delhi, he spearheaded the implementation of the e-Hospital system, a transformational initiative that replaced physical queues with seamless digital processes.

Under his guidance:

-Patient registration became fully digital
-Appointment systems moved online
-Hospital workflows were optimized
-Transparency and accountability improved
-Digital patient records became centralised

The initiative became a national benchmark for digital transformation in healthcare. The success of Digital AIIMS ultimately inspired the adoption of e-Hospital systems across India and is today regarded as a milestone in India’s journey towards digital health governance.

Returning to Lead Rajasthan’s Administrative Machinery

Srinivas’s return to Rajasthan comes at a crucial juncture, as the state seeks to strengthen governance, accelerate administrative reforms, and implement technology-driven systems across departments. With his experience spanning reform-driven governance, digital transformation, and institutional leadership, his appointment as Chief Secretary is being seen as a major administrative boost for the state.
