By THE NEWSMAN OF INDIA.COM|A simple apology from a senior bureaucrat has sparked an unusual conversation in New Delhi—not about rain alone, but about accountability in governance.

Manoj K Dwivedi, Chairman of the New Delhi Municipal Council, publicly apologised to residents after heavy rainfall on August 25 caused waterlogging in several NDMC areas, including parts of the capital’s high-profile administrative and residential zones.

Dwivedi acknowledged that while more than 72 mm of rain fell in less than two hours, the unusual weather could not be an excuse. He said waterlogging normally clears within 15–20 minutes, but in three-four areas it took more than an hour.

More importantly, he promised short- and long-term measures to strengthen the system and invited citizens to suggest solutions.

The gesture reflects a changing culture of administration—where officials are increasingly expected to be accessible, responsive and willing to accept responsibility. Dwivedi’s “sorry” may be brief, but its message on public accountability is significant.
