Parag Jain Appointed as New RAW Chief, Succeeds Ravi Sinha

New Delhi, June 28, 2025 — The Narendra Modi government on Saturday appointed senior Indian Police Service (IPS) officer Parag Jain as the next Secretary of the Research and Analysis Wing (RAW), India’s premier external intelligence agency. Jain, a 1989-batch IPS officer from the Punjab cadre, will assume charge for a fixed tenure of two years.

The Appointments Committee of the Cabinet approved Jain’s appointment, which comes at a time when India’s geopolitical and security landscape remains complex and rapidly evolving. He will succeed Ravi Sinha, whose tenure concludes on June 30. Sinha’s term has been described in official circles as uneventful, with few major operational highlights.

Jain brings with him decades of experience in intelligence and security operations, having held key positions both at the state and central levels. Known for his discretion and operational acumen, Jain is expected to play a pivotal role in shaping India’s external intelligence strategies amid growing global uncertainties.

RAW, established in 1968, plays a critical role in monitoring and responding to external threats, including terrorism, espionage, and geopolitical developments affecting national security. The new chief is expected to focus on strengthening counterintelligence operations, enhancing coordination with foreign intelligence counterparts, and leveraging technological advancements for intelligence gathering.

The transition in leadership comes as India continues to face challenges from hostile neighbors, cyber warfare threats, and shifting alliances in the Indo-Pacific region. Jain’s appointment is seen as part of the government’s broader strategy to infuse fresh momentum into its intelligence infrastructure.

Jain will formally take over from Sinha on July 1.
