In a landmark decision aimed at strengthening rural connectivity and accelerating inclusive development, the Odisha Cabinet, under the leadership of Chief Minister Mohan Charan Majhi, has approved an ambitious package of road and bridge infrastructure projects worth over ₹31,000 crore. The decisions, taken during the Cabinet’s 44th meeting, reflect the government’s commitment to ensuring that every village, hamlet and remote region is connected through quality road infrastructure.
Briefing the media after the Cabinet meeting, Chief Secretary Anu Garg said that 13 proposals from seven departments were approved, with seven major proposals belonging to the Rural Development Department. The comprehensive package is designed to improve accessibility, reduce travel time, facilitate economic activity and strengthen the delivery of public services across Odisha.
At the heart of the initiative is the Mukhya Mantri Sadak Yojana (MMSY), which has been allocated ₹4,000 crore for the construction of 4,607 kilometres of new rural roads. The scheme forms a key component of the state’s “Mission Power” vision, which seeks to ensure that power, water and roads reach every village and habitation.
Recognising that incomplete connectivity often limits the effectiveness of existing infrastructure, the Cabinet also approved a dedicated programme to bridge critical “missing road links.” With an allocation of ₹1,917 crore, nearly 3,850 kilometres of such missing stretches will be completed over the next five years. These include road links connecting block headquarters, hospitals and other important public institutions that currently remain partially disconnected.
The government has also prioritised the improvement of existing road infrastructure. Under the road improvement component of the Mukhya Mantri Sadak Yojana, ₹5,750 crore has been earmarked for the restoration and strengthening of nearly 17,500 kilometres of existing rural roads. The initiative aims to improve durability, enhance road safety and ensure uninterrupted connectivity throughout the year.
Another significant intervention is the launch of the MMSY Transferred Road Improvement Programme (TRIP). Many roads previously maintained by the Panchayati Raj Department have gradually been transferred to the Rural Development Department. To upgrade these stretches to standard rural road specifications, the Cabinet has approved ₹6,700 crore over five years. The programme will modernise approximately 25,500 kilometres of transferred roads, ensuring uniform quality and maintenance standards across the state’s rural road network.
Special emphasis has also been placed on improving connectivity in geographically challenging and remote regions. The Cabinet approved ₹1,300 crore for the construction of 2,098 kilometres of roads in difficult terrain, addressing long-standing accessibility challenges faced by residents of isolated areas.
Beyond roads, the government has reaffirmed its commitment to strengthening bridge infrastructure through the expansion of the Setu Bandhan Yojana. The Cabinet approved an allocation of ₹11,800 crore under the scheme for the construction and upgrading of 3,167 bridges across the state. The initiative is expected to eliminate bottlenecks created by rivers, streams and seasonal water bodies while providing all-weather connectivity to thousands of villages.
Collectively, these initiatives represent one of the largest rural infrastructure investments undertaken by Odisha in recent years. By focusing simultaneously on new road construction, rehabilitation of existing roads, upgrading transferred assets, improving connectivity in difficult regions and expanding bridge infrastructure, the government has adopted a comprehensive approach to rural development.
The massive investment is expected to generate significant employment during construction while creating long-term economic opportunities by improving market access for farmers, facilitating smoother transportation of goods, enhancing access to education and healthcare, and supporting industrial and tourism growth in rural areas.
As Odisha continues its journey towards balanced and inclusive development, the Cabinet’s latest decisions underscore the state’s resolve to build a robust transport network that connects people, promotes economic growth and ensures that development reaches even the most remote corners of the state.
