New Delhi, March 27, 2025: The results of the SCOPE Biennial Elections 2025-27 were officially declared today by Atul Sobti, Director General of Standing Conference of Public Enterprises (SCOPE) and Returning Officer, in the presence of representatives from various Member Public Sector Enterprises (PSEs). The newly elected SCOPE Executive Board is set to assume office on April 1, 2025, marking the beginning of a new era in the governance of India’s Public Sector Enterprises (PSEs). According to the election results, K. P. Mahadevaswamy, Chairman & Managing Director (CMD) of NBCC (India) Ltd., has been elected as the Chairman of SCOPE, while Brajesh Kumar Upadhyay, CMD of Goa Shipyard Ltd., has been elected as the Vice Chairman. The newly elected Executive Board of SCOPE comprises distinguished leaders from various PSEs, each bringing a wealth of experience and expertise.
K. P. Mahadevaswamy – Chairman, SCOPE & CMD, NBCC (India) Ltd.
K. P. Mahadevaswamy has over three decades of experience in the infrastructure sector, leading major urban development, smart city, and construction projects. As CMD of NBCC (India) Ltd., he has spearheaded the company’s sustainable growth strategy. His leadership will guide SCOPE’s policy initiatives, emphasizing innovation, corporate governance, and sustainable development.

Brajesh Kumar Upadhyay is a CMD of Goa Shipyard Ltd. Upadhyay has represented GSL at numerous national and international forums, meetings, seminars, symposiums etc and has successfully leveraged the opportunities in export promotion. His strategic vision will help SCOPE enhance cross-sector collaborations within Public Sector Enterprises.
Manoj Jain – CMD, Bharat Electronics Ltd. (BEL)
Manoj Jain has extensive experience in defense electronics, radar systems, and strategic technology innovation. As CMD of Bharat Electronics Ltd. (BEL), he has led cutting-edge R&D efforts to strengthen India’s defense sector. During his initial years in D&E at BEL’s Kotdwara Unit, Mr Manoj Jain played a pivotal role in the development of Digital Multiplexers, Cross Connects, CDOT Exchanges and Military Switches. Manoj Jain has received various R&D awards, Key Contributor Awards, Raksha Mantri’s Award and SODET Awards. He has published many technical papers, applied for several patents and delivered talks to Defence users and DRDOs. Shantanu Roy – CMD, Bharat Earth Movers Ltd. (BEML)
Shantanu Roy has been instrumental in modernizing India’s heavy machinery sector, with a focus on mining, construction, and defense manufacturing. Under his leadership, BEML has expanded its global presence. His expertise in industrial growth and supply chain management will be crucial in shaping SCOPE’s policy directions.
Adhip Nath Palchaudhuri – CMD, Balmer Lawrie

Uttam Lal – Director (Personnel), NHPC
Uttam Lal has deep expertise in hydropower sector workforce management. He has implemented policies for HR modernization, training, and talent retention. He has had 35 years of rich experience to his name, with his core competencies in Human Resource Policies & Wages, Industrial Relations, Employee Benefits, Learning and Development functions as well as CSR and R&R – Land acquisition among others. In the duration of his illustrious career, Lal had headed the HR functions of NETRA the R&D wing of NTPC where he was instrumental in building the initial team of researchers, formulating competency development framework, designing academy and industrial interface model and acquiring talent from Global markets. His vision aligns with SCOPE’s workforce upskilling objectives.
Tajinder Gupta – Director (Power), Bharat Heavy Electricals Ltd. (BHEL)

At SCOPE, he will work towards strengthening energy security policies and accelerating PSEs’ transition to sustainable energy.
Manish Patil – Director (HR), ONGC
Manish Patil is known for his contributions to talent management, corporate restructuring, and HR digitization at ONGC. Patil is a thorough energy professional having worked across locations and functions with the downstream Maharatna and Fortune 500 energy Company, Indian Oil Corporation Limited (IndianOil). He brings with him, rich and varied experience of over three decades, spanning Operations & Supplies, Information Systems and Management Services in HR. Patil’s key profiles include being the Regional HR Head at IndianOil’s Northern Regional Office. His leadership will bolster SCOPE’s workforce innovation strategies.
Anil Kumar Jadli – Director (HR), NTPC
