In an exclusive conversation with The NewsMan of India, Ms. Nazli spoke at length with Ms. Urmila Shukla (IAS), Commissioner of the Directorate of Archaeology, Archives & Museums, Madhya Pradesh. A seasoned administrator from the 2008 IAS batch, Ms. Shukla has played a pivotal role in heritage conservation, previously serving as Director of WALMI and Secretary of the Culture Department. Under her leadership, the department has undertaken extensive excavation projects, embraced digital innovations, and reinforced security measures to safeguard historical sites. Her vision extends beyond preservation—engaging communities, integrating technology, and ensuring that Madhya Pradesh’s rich cultural heritage remains accessible and cherished for generations to come.

Q. As the Commissioner of Archaeology, Archives & Museums, what are your primary goals and vision for preserving Madhya Pradesh’s rich heritage?

A. As the Commissioner of the Directorate of Archaeology, Archives & Museums, my primary objective is to preserve, promote, and enhance accessibility to Madhya Pradesh’s rich historical, cultural and archaeological heritage. Our efforts are dedicated to safeguarding heritage sites, cultural landscapes, and archival treasures, ensuring they continue to inspire and educate future generations. We are committed to implementing strategic initiatives that not only conserve our cultural assets but also engage the public in meaningful ways. By fostering awareness and appreciation, we aim to create an informed society that values its heritage and actively participates in its conservation. Our mission is to protect and promote Madhya Pradesh’s priceless archaeological and cultural legacy, reinforcing its identity as “the land where history speaks.” Through sustained efforts, we strive to bridge the past with the future, instilling a deep sense of pride and responsibility for our shared history.

Q. The department has been actively involved in excavation and preservation projects. Could you share some recent or ongoing projects that hold significant historical and cultural importance?

A. Since 1995, our department has undertaken extensive village-to-village surveys and archaeological excavations to unearth and safeguard the state’s hidden archaeological treasures.​ A recent significant discovery along the Narmada River has unveiled artifacts dating back to approximately 4,000 years of civilization offering profound insights into the region’s ancient civilization. Archaeologists have excavated 30 sites along the Narmada River, revealing artifacts such as Chalcolithic tools, Satavahana coins, and Parmar-era stepwells, underscoring the area’s historical significance. Excavations in Maheshwar revealed stratified layers of habitation dating back to 2000 BCE, continuing up to the Maratha period. These findings not only highlight the Narmada Valley’s role as a cradle of continuous human habitation but also emphasize the importance of our ongoing efforts to preserve and study Madhya Pradesh’s invaluable cultural legacy.

Q. Madhya Pradesh is home to several UNESCO World Heritage Sites. How does the department collaborate with national and international organizations to enhance conservation efforts?

A. The Directorate of Archaeology, Archives & Museums, Madhya Pradesh, is dedicated to the commitment of preserving and promoting the state’s archaeological marvels and rich cultural heritage. Organizations like the Archaeological Survey of India (ASI) and UNESCO take the lead in collaborating with national and international bodies for conservation efforts because the responsibility for direct collaboration with national and international organizations for conservation efforts typically falls under their purview. Our department plays a crucial role in preserving, researching, and documenting historical and archaeological sites across Madhya Pradesh.

Q. With rapid urbanization, how does the department tackle challenges related to heritage conservation and the encroachment of archaeological sites?

A. Rapid urbanization poses significant challenges to heritage conservation, including encroachment and environmental impact. To address these issues, the department has implemented a multi-faceted approach. We have strengthened security at archaeological sites and museums with advanced surveillance systems, including HD CCTV cameras, metal detectors, smoke detectors, anti-theft alarms, and well-monitored control rooms. Additionally, for monitoring and safeguarding, we have installed 24/7 surveillance with dedicated security personnel stationed at all critical sites. Archaeological sites are also under constant monitoring through advanced CCTV networks to prevent encroachments, invasion and unauthorized activities. Beyond security, we emphasize on education, responsible tourism, and community engagement with other governmental departments of Madhya Pradesh to foster a collective sense of responsibility towards heritage protection.

Q. What initiatives have been taken to promote public awareness and engagement in the preservation of historical artifacts and sites?

A.Public awareness and engagement play a vital role in preserving our historical artifacts and heritage sites. To strengthen the community’s connection with our rich cultural legacy, we have implemented several key initiatives. These include interactive workshops for students, scholars, and the general public, as well as virtual sessions with eminent archaeologists to provide deeper insights into our historical treasures. We also collaborate with educational institutions to organize workshops, competitions, and field visits, fostering interest in heritage conservation among young minds. Additionally, we actively leverage social media platforms to create awareness and promote the significance of preserving our cultural heritage. The department has introduced digital initiatives like 3D digitization, microfilming, and advanced preservation techniques such as fumigation and de-acidification to safeguard historical artifacts. To enhance public experience and streamline operations, it has implemented e-ticketing, AI-powered chatbots, GIS mapping, and an online permission portal. Additionally, the digitization of library resources is making rare books and manuscripts more accessible to researchers and history enthusiasts.

Q. Museums play a crucial role in educating the public. Are there any upcoming plans to modernize or expand museum exhibits across the state?

A. Museums serve as invaluable institutions for preserving history, culture, and art while educating the public. The Directorate of Archaeology, Archives & Museums oversees 7 state museums, 22 district-level museums, 9 local museums, and 6 venue museums across Madhya Pradesh. To modernize and enhance visitor experiences, the department is actively upgrading museum exhibits with cutting-edge technology, including 3D scanning of artifacts, VR-based interactive displays, and digital kiosks. Conservation efforts are also being strengthened through advanced preservation techniques, while security enhancements such as metal detector gates and luggage scanners are being introduced to ensure the safety of visitors and collections. These initiatives aim to make museums more engaging, accessible, and informative for the public.

Q. The department also focuses on publishing archaeological books and organizing research seminars. How do these efforts contribute to the overall mission of heritage conservation?

A.Publishing archaeological books and organizing research seminars are integral to the department’s mission of heritage conservation. These efforts disseminate knowledge, raise public awareness, and document significant discoveries, ensuring that valuable insights are preserved for future generations. Research seminars foster collaborative discussions among scholars, historians, and archaeologists, encouraging innovative approaches to heritage preservation. By combining academic research with public engagement, the department strengthens its commitment to conserving and promoting Madhya Pradesh’s rich cultural and archaeological legacy.

Q. Finally, as someone with extensive administrative experience, how has your journey in governance shaped your approach to preserving Madhya Pradesh’s cultural legacy?

A. My extensive experience in governance has deeply influenced my approach to preserving Madhya Pradesh’s cultural legacy. I prioritize holistic planning, interdepartmental collaboration, and technological advancements to ensure effective conservation and accessibility of our cultural heritage. By integrating innovative preservation techniques, community engagement, and rigorous policy implementation, my goal is to safeguard the state’s rich cultural and historical treasures while making them more accessible and relevant for future generations.
