By THE NEWSMAN OF INDIA.COM| Kolkata, June 18, 2026: Hindustan Copper Limited (HCL), India’s premier copper-producing public sector enterprise under the Ministry of Mines, commenced its two-day seminar titled “Progress with Purpose” in Kolkata, bringing together distinguished policymakers, industry leaders, vigilance professionals, senior administrators and public sector executives to deliberate on the evolving dimensions of governance, employee empowerment and sustainable organizational growth.

The seminar was inaugurated with traditional lamp lighting, symbolizing the collective commitment towards ethical leadership and purposeful progress. The proceedings began with the rendition of the National Song and HCL’s Corporate Theme Song, setting a dignified tone for the event.

The occasion was graced by Sanjiv Kumar Singh, Chairman and Managing Director, HCL, along with Dr. Sanjeev Kumar Sinha, Director (Operations), R. V. N. Vishweshwar, Director (Finance) and Harsimran Singh, IRSE, Chief Vigilance Officer, HCL. The gathering also witnessed the participation of Chief Vigilance Officers and former CVOs, senior officers from central organizations based in and around Kolkata, representatives from organizations under the Ministry of Mines, and senior executives of HCL.

A major attraction of the seminar was the presence of eminent personalities who have made significant contributions to public administration, governance and nation-building. Among the special guests were Ashwani Lohani, former Chairman of the Railway Board and former CMD of Air India and ITDC; Dr. Praveen Kumari Singh, an accomplished former civil servant with more than three decades of experience in public policy, management and administration; Milind K. Deuskar, General Manager, Eastern Railway; and Sharad Kumar Sharma, Director, Central Vigilance Commission.

Welcoming the distinguished guests and participants, Harsimran Singh delivered an energetic inaugural address centred on the seminar’s theme, “Progress with Purpose.” He emphasized that true organizational advancement is not measured merely by growth indicators but by the positive impact created through transparent governance, ethical conduct and empowered human resources. His address highlighted the importance of aligning institutional aspirations with accountability, integrity and inclusiveness.

The seminar featured insightful deliberations on contemporary governance challenges and the role of employee-centric reforms in enhancing organizational effectiveness. Addressing the gathering, Dr. Praveen Kumari Singh spoke extensively on “Employee Empowerment through Policy Initiatives and Administrative Remedies.” Drawing upon her vast administrative experience, she underlined the significance of responsive policy frameworks, effective grievance redressal mechanisms and participative management practices in creating a motivated and productive workforce. She stressed that employee welfare and institutional efficiency are mutually reinforcing objectives and must remain at the core of public sector management.

Adding further depth to the discussions, Sharad Kumar Sharma, Director, Central Vigilance Commission, elaborated on the same theme from the perspective of vigilance administration and good governance. He highlighted how transparent systems, accountability mechanisms and administrative reforms can contribute significantly to employee confidence and organizational integrity. His observations underscored the growing need for institutions to create environments where ethical practices and professional excellence go hand in hand.

The seminar reflected HCL’s commitment to fostering a culture that balances operational excellence with social responsibility and ethical governance.
