Supreme Court Upholds Visitor’s Authority in Disciplinary Action Against RGN Aviation University’s First Registrar

The Supreme Court has upheld the authority of the Visitor, namely the President of India, in disciplinary proceedings against the First Registrar of Rajiv Gandhi National Aviation University, while disposing of appeals filed by the University and the Union Government.

The case arose from the termination of Jitendra Singh, the First Registrar of the University, whose services were discontinued during probation in January 2020. Following multiple rounds of litigation before the Allahabad High Court and the Supreme Court, disciplinary proceedings were initiated and his services were again terminated in April 2022 after an enquiry report found several charges proved.

The Supreme Court observed that since the First Registrar was appointed by the Visitor under transitional provisions of the Rajiv Gandhi National Aviation University Act, 2013, the Visitor was competent to terminate his services. However, considering the prolonged litigation and expiry of tenure, the Court declined to interfere with the operative directions of the High Court.
