SECL Constitutes High-Level Committee to Examine Complaints Related to Employment in Lieu of Land

South Eastern Coalfields Limited (SECL) has constituted a High-Level Standing Review Committee with the objective of ensuring fair, transparent and time-bound examination of complaints related to employment in lieu of land. The Committee will examine each case on the basis of available records, documents and evidence and submit its recommendations to the competent authority.

The high-level standing review mechanism has been instituted with the objective of making the process of employment in lieu of land more transparent and impartial, while ensuring effective protection of the rights of all eligible beneficiaries.

The Committee will be headed by the General Manager (Land & Revenue), SECL Headquarters, Bilaspur. The Committee will comprise the General Manager (Planning & Projects), General Manager (Human Resources/Manpower), General Manager (Human Resources/Industrial Relations), and Deputy General Manager (Legal), SECL Headquarters, Bilaspur as its members.

As required, the Committee will examine relevant records and documents, seek necessary information from concerned officials and verify available facts and evidence. Complaints will be examined in accordance with the applicable rules and prescribed procedures, thereby facilitating their prompt, fair and reasoned disposal.

Any person may submit a complaint, along with relevant documents and evidence, regarding irregularities in employment in lieu of land, use of forged or fabricated documents, obtaining employment by concealing material facts, or any other related matter.

SECL has clarified that there is no provision for withdrawal of a duly registered complaint. Therefore, complainants are expected to submit complaints only on the basis of authentic facts and available evidence.

The Company has appealed to all concerned stakeholders and members of the public to submit complaints only through authorised channels and to remain cautious of intermediaries, unverified information and misleading claims.

SECL has further clarified that if, during the course of examination, any complaint is found to be knowingly false, malicious or based on misleading facts, or appears to have been submitted with the intention of tarnishing the reputation of any individual or causing unnecessary harassment, necessary legal action may be initiated against the concerned complainant in accordance with the applicable rules and legal provisions.

SECL remains committed to the highest standards of good governance, transparency, accountability and institutional fairness. The Company believes that the High-Level Standing Review mechanism will make the process of examination of complaints related to employment in lieu of land more transparent, impartial and credible. At the same time, it will help ensure effective protection of the interests of genuine and eligible beneficiaries, while further strengthening public confidence and institutional accountability in the grievance redressal mechanism.
