Broad-Based Joint Secretary Empanelment Strengthens Centre’s Senior Leadership Pool

Officers from the Indian Police Service (IPS), Indian Administrative Service (IAS), Indian Audit and Accounts Service (IA&AS), Indian Revenue Service (Income Tax), Indian Railway Accounts Service (IRAS), Indian Railway Traffic Service (IRTS), and Central Secretariat Service (CSS) have been cleared for senior leadership roles in the Union Government. The empanelments span multiple batches—from 1998 to 2005 in the All India and Central Services, along with senior CSS officers of SSGSL 2020 and 2021—showcasing a balanced mix of experience, cadre representation, and institutional continuity.

Indian Police Service (IPS)

Wide Cadre Representation Across Senior and Mid-Seniority Batches

The Indian Police Service has seen one of the most extensive empanelment exercises, covering officers from the 1998 to 2004 batches and representing a broad range of cadres including Madhya Pradesh, Tamil Nadu, Kerala, Uttar Pradesh, Assam-Meghalaya, Bihar, Haryana, Himachal Pradesh, and AGMUT.

Among the senior-most officers, Ratn Sanjay Katiyar of Bihar cadre (1998 batch) and Deepak Kumar Kedia of Assam-Meghalaya cadre (1999 batch) have been empanelled under the Second Review category, reflecting their long service seniority and administrative experience.

Tarun Kumar of Kerala cadre (2000 batch) and Praveen Kumar of Uttar Pradesh cadre (2001 batch) have also secured empanelment through Second Review, while Najmul Hoda of Tamil Nadu cadre (2001 batch) has been empanelled under the Initial Leftover category.

The 2003 batch has witnessed empanelment of Sidhartha Shashni of Kerala cadre and Amit Kumar Singh of Tamil Nadu cadre under First Review, indicating strong representation from southern cadres.

The 2004 batch has emerged prominently with multiple empanelments. Irshad Wali of Madhya Pradesh cadre and C. Mageswari of Tamil Nadu cadre were cleared under Initial Leftover. In the same batch, N. Gnanasambandan and P. Karunakaran from AGMUT cadre, along with Sonal Mohan Agnihotri of Himachal Pradesh cadre, were empanelled under First Review.

Additionally, the 1998 batch First Review empanelment includes Vikas Kumar Arora of Haryana cadre and Sajid Farid Shapoo of Madhya Pradesh cadre.

This broad spread underlines the Centre’s focus on ensuring regional and cadre diversity while filling strategic Joint Secretary-level assignments.

Indian Administrative Service (IAS)

Gujarat Cadre Representation at the Centre

Vikrant Pandey of Gujarat cadre, belonging to the 2005 batch of the Indian Administrative Service, has been empanelled for holding the post of Joint Secretary or equivalent at the Centre.

His empanelment reflects the continued induction of relatively younger senior officers into central policymaking roles, ensuring that governance benefits from field-level administrative exposure combined with contemporary policy understanding.

Indian Audit and Accounts Service (IA&AS)

Audit and Financial Governance Expertise Moves to Senior Policy Roles

The Indian Audit and Accounts Service has also recorded significant empanelments across the 2000, 2003, and 2004 batches.

Satish Sethi of the 2000 batch has been empanelled under Second Review, reflecting seniority and deep institutional experience in audit and public financial systems.

Shailesh Kumar Jakhotiya of the 2003 batch and Kartikaye Mathur of the 2004 batch have been empanelled under First Review, indicating a smooth succession pipeline in financial oversight and accountability roles.

Their induction into Joint Secretary-level responsibilities is expected to strengthen fiscal governance and policy execution across ministries.

Indian Revenue Service (Income Tax)

Strong Presence of Tax Administration Officers

The Indian Revenue Service (Income Tax) has also seen a healthy number of empanelments across the 2000, 2003, and 2004 batches.

Sheodan Singh Bhadoriya of the 2000 batch has been empanelled under First Review.

From the 2003 batch, Krishna Gopal Goyal, Neetika Bansal, and Vivek Sharma have been empanelled under First Review, bringing significant expertise in direct tax administration and revenue systems.

The 2004 batch includes Bharat Bhushan Garg, K C Selvamani, Prajna Paramita, and Rishpal Bedi, all empanelled under First Review.

This reflects the Centre’s recognition of the importance of taxation professionals in policy formulation, financial governance, and inter-ministerial coordination.

Indian Railway Accounts Service (IRAS)

Financial Management Experience from Railways to the Centre

In the Indian Railway Accounts Service, Deepa Kotnis of the 1999 batch (1998 Exam) has been empanelled under Initial Leftover, while Bikram Singh Gill of the 2005 batch (2004 Exam) has been empanelled under Initial category.

The empanelment of officers from both senior and relatively younger batches reflects continuity in financial leadership and the importance of railway finance professionals in broader administrative responsibilities.

Indian Railway Traffic Service (IRTS)

Operational Leadership and Transport Governance Strengthened

Three officers of the 2005 Batch (2004 Exam) of the Indian Railway Traffic Service have been empanelled under the Initial category.

These include Anurag Pateria, M Yelvender Yadav, and Swarna Ramesh Babu.

Their empanelment highlights the increasing relevance of logistics, transport management, and infrastructure governance in national policymaking and administrative planning.

Central Secretariat Service (CSS)

Secretariat Experience Recognised at the Highest Functional Level

The Central Secretariat Service has also recorded important empanelments from SSGSL 2020 and SSGSL 2021 batches for Joint Secretary or equivalent posts.

From the SSGSL 2021 batch, Anandi Venkateshwaran, Jitender K Mehan, Kanwar M.S. Khalsa, and Pavenash Kumar Sharma have been empanelled.

From the SSGSL 2020 batch, Anita Tripathi, Ashish V Gawai, G.S. Chitra, Jitendra R Gaikwad, and Shobana Pramod have been empanelled.

These officers bring extensive institutional memory, procedural expertise, and policy coordination experience from the heart of the Government of India’s secretariat system.

The latest empanelments present a carefully balanced administrative architecture—bringing together policing expertise, financial oversight, taxation experience, railway operations knowledge, policy administration, and secretariat leadership under the Joint Secretary framework.

Batch-wise, the empanelments span nearly a decade of seniority, while cadre-wise they ensure pan-India representation across states and central services. Service-wise, they reinforce the Centre’s intent to draw leadership from diverse institutional backgrounds.

As these officers move into strategic policymaking positions, the Union Government gains not just administrative depth, but also the benefit of field-tested governance experience across sectors critical to national development.
